On October 29, 2018, Dr. Lei Li, Dean of Xi'an Jiaotong University Shanghai Academy、 Chairman of TROY Information Technology Malaysia Sdn Bhd(hereinafter referred to as “TITM”), and Datuk Seri Dr. Wang Jianli, Chairman of MTT Group of Malaysia, accompanied Mr. C.C. Chan, the Academician of the Chinese Academy of Engineering, to meet the Chief Minister of Penang, Malaysia, Mr. Cao Guanyou. They exchanged their ideas on “Building Penang International Chinese University and Creating A Smart New Penang". Mr. Zhang Jianfeng, Deputy Dean of Xi'an Jiaotong University Suzhou Academy、President of China-Malaysia Sunshine School of Xi'an Jiaotong University, Dr. Li Shenglei, Director of TITM and Mr. Liu Fengjun, Deputy General Manager of TITM, also attended the meeting.
Mr. C.C. Chan is an Academician of the Chinese Academy of Engineering, also an expert in electric drive, electric vehicles and smart energy systems, as the "Father of Asian electric Vehicles", and one of the Three Founders of the World Electric Vehicle Institute. Academician C.C. Chan explained to Mr. Cao Guanyou the vision and teaching philosophy of Penang International Chinese University. He also mentioned that the establishment of the Penang International Chinese University could help to restore traditional of Chinese education and meanwhile establish an international education system, and then he expressed his willingness to be the first principal of the university. At the same time, Academician Chan suggested combining the developing concepts of “Innovation, Coordination, Green, Openness and Sharing” to gradually set up a smart park in Penang Island and then build a smart new Penang.
Dr. Lei Li mentioned that the establishment of Penang International Chinese University is of huge significance, and the Penang International Chinese University would be an international university characterized with science and technology that would have a positive impact on the education, technology and employment of the Malaysian people.
On behalf of the Penang government, Minister Cao Guanyou expressed his fully support for the establishment of Penang International Chinese University. He also invited Xi'an Jiaotong University Shanghai Academy and TITM to participate in the top design and construction of Smart New Penang.
On the same day, Academician Chan, Dr. Lei Li, Deputy Dean Zhang Jianfeng, Dr. Li Shenglei and Vice President Liu Fengjun visited the 300-acre "Botanica.CT Garden Town" on Balik Pulau and “Prince of Wales International Island School”authorized by the Prince of Wales UK, on which two Datuk Seri Dr. Wang Jianli has invested RM1 billion and spent 20 years developing. The school is an excellent international boarding-based international school that trains international talents through a Comprehensive Educational Philosophy and Cambridge International Examinations, a new ear of education, top-notch Facilities and technology applications.
Datuk Seri Dr. Wang Jianli said that MTT Group is very much looking forward to this cooperation with Xi'an Jiaotong University Shanghai Academy and TITM. It will do its best to fully cooperate with the construction of Penang International Chinese University into a first-class university with a unique science and technology in Malaysia and become the cradle of engineers. To cultivate outstanding talents who advocate science, truth-seeking and innovation, and contribute to scientific and technological progress and social development.
He also said that in conjunction with the concept of "Smart Park, Smart Penang" advocated by Academician Chan, they would like to invite Xi'an Jiaotong University Shanghai Academy and TITM to conduct the top design for Smart City of Penang. With the employment of information and communication technology in the urban ecological environment, transportation, medicine and intelligent buildings and other areas involving people’s livelihood, combined with knowledge sharing and low-carbon strategies, we can achieve emission reduction targets, promoting low-carbon, green, and sustainable development.
Then, Dr. Lei Li, on behalf of the Xi'an Jiaotong University Shanghai Academy and TITM, signed a memorandum of understanding with Datuk Seri Dr. Wang Jianli on the establishment of Penang International Chinese University. They also set up a preparatory working group and agreed that the Penang Smart City Survey would be launched in the near future.
